Bingo.

The root cause is a lack of any other grouping mechanism under the
sponsoring CG, which was created out of "user groups CG" + "advocacy
CG" + "marketing CG".

The only tool we have is a hammer, so everything looks like nails.

Part of *this* effort is to figure out a better way of organizing
these things.
