One other comment:  If I understand correctly, the proposed 
Participant/Contributor split addresses the distinction between people 
who get to vote and those who don't.  From the perspective of the 
constitution, that may well be the only distinction that matters

However there are other ways in which we need to distinguish between 
people - for example, who gets to edit which bits of the website, who 
gets to create repositories, commit in changes, do code reviews, approve 
commits and so forth.  I'm not suggesting that such roles need to be 
enshrined in the constitution, in fact I can see very good reasons why 
they shouldn't be.  However they do need defining, and I'd like to ask 
for that to be discussed in parallel with the voting rights discussion, 
because it will have a significant impact on the user administration 
system that is currently under development.
