A (long) while ago Jim W asked the Web team to put together a page of 
mailing list policies, as requested in the OGB suggestions box.

Please take a look and let me know if this is what you had in mind.

One area of confusion was a request to document the "no-reply usage" on 
the site. Does this mean what aliases are set to have a no-reply address?
