[osol-announce] Integration restrictions for builds 54 and 55

We're having a bit of a crisis with bugs right now, so I've asked that 
builds 54 and 55 be restricted.  Only bug fixes, no new features, will 
be allowed in.  Build 56 will be your next opportunity to get new 
features in.

Sorry for the late notice on this.  We may repeat this at some point in 
the future to do more bug fixing and stablization, but I promise that 
next time we'll publish a schedule for that in advance.
