[osol-announce] Setting Up New Collectives: Moratorium Lifted

For the past few months we have had a temporary moratorium on creating 
new Collectives on the site. With the transition to XWiki, that 
moratorium is now over. It was longer than we expected. Apologies for that.

I have a few Collectives in my queue to set up and will start on that 
process next week. If you have been waiting to submit proposals to your 
Community Groups for new Projects or User Groups, please feel free to 
move ahead now. The same applies for new Community Groups getting 
approval from the OGB. I only get involved in this on the implementation 
end, and everything you need to know about that is documented here:
