I think having a 48 or 72 hour minimum time-to-live for a fast track is
a good idea.  The idea that a fasttrack could get submitted on Tuesday
night, and approved on Wednesday morning, with no reasonable opportunity
for external comment, seems a but uncomfortable.

Anything that is so trivial that it doesn't need this 48 hour period,
should probably qualify as a self-review, and skip the process entirely.
