Gathering support to replace the current DHCP server daemon with ISC's

The ARC _reviews_ projects.  What's the project here?  Is it just
replacement of one server with another?  If that's it, and if this
were a real review, I would vote to deny, due to the removal of
Committed interfaces in a Minor release and the a lack of a viable
transition plan.

I must be missing something.
