That (at least in ARC terms) would be proposing a project.  If you
want to do that, feel free to file a 1-pager.

However, I think that's really getting off on the wrong foot.  I think
you should be trying to build consensus in the Networking community
and working at finding someone to lead your new project (unless
_you're_ the leader).

ARC review makes sense when there's a project that has architecture
needing review.
