Move ant from /usr/sfw/bin to /usr/bin [PSARC/2007/629 Self Review]

This is a small update to PSARC/2007/629 Move ant from /usr/sfw/bin to /usr/bin 

The Interface Stability of ant will be changed from
External to Uncommitted, which will be reflected in the
ant.1 manpage change below.  The new location of the ant documents,
previously approved, is also noted in the below ant.1 change.
