Move GNU tar to /usr/bin [PSARC/2007/628 FastTrack timeout 11/08/2007]

The project team has made minor updates to the proposal to address
concerns raised by Darren, Garrett, and internal project team members.
(GNU rmt will move from /usr/sfw/libexec/grmt to /usr/lib/grmt instead
of /usr/libexec/rmt, man page links will be placed in
/usr/gnu/share/man instead of /usr/gnu/man, localized message files
will move from /usr/sfw/lib/locale to /usr/share/locale instead of
/usr/lib/locale, and /usr/sfw/share/info/tar.info moves to
/usr/share/info/gtar.info instead of /usr/share/info/tar.info.)

The original proposal is in the case directory as the file
"proposal.orig" and the diffmarked, updated proposal is in the case
directory as the file "proposal".

The project team is still looking at possible changes to gtar.info to
make it clearer that there are multiple versions of tar.
