support materials added to PSARC/2007/628

The case materials presented for this case stated that gtar was being
updated from version 1.14 to version 1.17, but did not explicitly list
the differences in options provided by the new version.

For the record, four files have been added to the materials directory:
1.  Option_Changes describes changes in options provided by version
    1.17.
2.  Three info files (tar.info-1, tar.info-2, and tar.info_1.17).
    These provide full documentation on version 1.17.  All three are
    viewable using the command:
	info -f tar.info_1.17

This case remains closed approved.
