I'm submitting a simple move of the ncftp client from /usr/sfw to
/usr/bin on behalf of Carol Fields.
This is a simple move which conforms to existing precedent. I
believe it qualifies for self-review. The materials below capture
the details of the move for the archive.

2. Technical Description
2.1. Summary
This project moves NcFTP Client from /usr/sfw to /usr.
The ncftp executables move from /usr/sfw/bin to /usr/bin.
Relative symbolic links are left behind in /usr/sfw/bin to the
executables in /usr/bin. The man pages move from
/usr/sfw/share/man to /usr/share/man.
