2007/572 Move GNU texinfo to /usr/bin

Perhaps slightly off-topic for this case, but have we figured out how
to handle /usr/share/info/dir during upgrades?

This file has essentially the same (bad) sort of problems as
/usr/man/windex, and it'd be nice to get these back under control.
