2006/475 Clearview: IP Observability Devices (updated spec)

During the commitment review for 2006/475, a spec update was requested to 
define the ipnet protocol header format and address potential alignment 
issues with its fields.  This has been done, and I've created a 
final.materials directory containing those updates.  The project team has 
supplied a new spec.txt file (with associated diffs since commitment), 
and a corresponding design-document.pdf file.
