PSARC/2007/514 DLPI Notification API

I'm sponsoring the following open fasttrack for Sagun Shakya and the
Clearview I-Team.  Patch binding is requested; the timer expires on
Wednesday, 9/12.

The materials for this case build upon the previously-ARC'd libdlpi
materials (diffmarks indicate the changes).  Specifically, section 1.11 of
the libdlpi architectural document (libdlpi-psarc-arch-diffmk.txt in the
materials directory) provides a high-level overview, and section 2.1
provides the updated interface table.  The new items in the interface
table are:

Also, three new error codes (DLPI_ENOTEINVAL, DLPI_ENOTENOTSUP and
DLPI_ENOTEIDINVAL) are proposed.  Finally, the materials directory also
provides proposed manpages for dlpi_enabnotify() and dlpi_disabnotify().
