How does PSARC take input from non-project communities?

As you suggest later in your message, a "right answer" is that
the core contributers to the various communities need to (are
expected to?) play a key role in the ARC community.  In effect,
/they/ are the real OpenSolaris ARC Members; the current ones
from PSARC are simply transitional placeholders, for some TBD
definitions of transitional and placeholder :-)

The expectation is that the current "PSARC People" are working
hard to become core community members of the appropriate OS.o
communities, so that at the end of this transition the membership
will still have some of the same people; only the membership
selection methods will have changed.
