How does PSARC take input from non-project communities?

I think you misunderstood something - nothing changed in the ARC mail at
election time - it's been continuing to become more open, not less as
you described.

The only list I'm aware of anywhere in OpenSolaris that we discontinued
after the OGB elections was cab-discuss, and that's not because we went
closed, but because the CAB was done, and ogb-discuss took it's place to
continue with the OGB.
