How does PSARC take input from non-project communities?

And I agree, whole heartedly, that there really isn't a compelling 
reason for SWAN access to be required, at least for cases that are 
"open" exposure.   (Its unclear how PSARC duties and OpenSolaris ARC 
duties are going to be split to allow for Sun to continue to run closed 
cases, while allowing the community to run open cases.  I guess there 
will be separate ARCs, altogether.)
