contract for Virtual Consoles to use 2000/517 audit interfaces and 2003/397

I've executed and recorded 2000/517-16 for PSARC/2006/591 Virtual Console
to use the project private interfaces described in the prototype contract
approved in 2003/397.  2003/397 and 2006/591 have a symlink to the executed
contract.
