The fast track materials (the email message I'm replying to) should
have made it clear that this case establishes a new contract on
libzonecfg and associated data structures, ALIAS_* definitions,
ZONE_STATE_* and ZONE_IS_* values, and bits from zone.h.  In other
words, it should have listed the interfaces.
