In PSARC business today, we confirmed this is an implementation note and that 
Sherry and Gary should talk to confirm there are no problems.

PSARC feels the case has nearly converged, and doesn't need to wait the full 
week for approval, though was hesitant to approve with less than 24 hours of 
review time during PSARC business today.  Per their request, I've changed the 
timeout to 12/12/2008.
