Well, for instance, there's not much that an ordinary user ought to be
doing with zonecfg or devfsadm.

If what you're saying is that we sometimes get the choice wrong, then
I agree. If you're saying that the choice can be pretty unclear in
some instances, I'd also agree. If you're saying that the choice is
probably a bogus issue and folding it all in /usr/bin would be simpler
answer for the long term, I'd probably agree with that as well.
However, the previous poster was asserting that there's no precedent
here, or at least that the ARC needs to set precedent, and that's
incorrect. There's clear precedent -- whether we choose to follow it
correctly or not.
