That's ok.  Neither is this installed setuid -- the submitter
previously clarified by saying that the invoker must be root with
privileges sufficient to open the raw socket.

(Yes, the man page says that you can install either way, and, yes,
this ought to be clarified that it's installed without setuid on
OpenSolaris.)
