As we often say, PSARC != "ON-arc".
The only reason PSARC has any special standing with OpenSolaris, is that
initially it was thought that 99.44% of the community case would naturally
hit PSARC. They could just as naturally target LSARC or other ARCs.
Its just the ARC process. Is it relevant or not?
