One thing which is AFAIK missing here is the support status for X11
terminal emulators, e.g. can characters in these locales properly
displayed in:
1) xterm
2) dtterm
3) gnome-terminal (this may be optional since gnome-terminal has _huge_
issues with non-ASCII characters anyway)
