Because that's the implied default - everything delivered to the
Solaris WOS is part of the default install (if you use the old
installer, there's an option to install less than everything, but
the new "SXDE" install option is all or nothing) - to include it
in the WOS but not install by default, special arrangements need
to be made, and that would be architecturally interesting to call
out in the case materials.

Perhaps part of the advice generated in the opinion should be to
fix this, but for now, that's the way the system works.
