automated building of sendmail configuration files (PSARC 2008/042)

As noted in PSARC 2008/298 (sendmail local daemon mode), this case is
hereby amended: path_to_local_mc, not yet integrated, is hereby removed
as an interface from this case.  I have updated sendmail(4) in the case
materials directory accordingly, and updated the closed approved date
in the IAM file to today.
