LSARC/2008/303 Integrate PhpPgAdmin 4.2 Integration into Nevada

I am sponsoring this fast-track on behalf of Thavamuni Alagu. The timer 
expires 05/16/08. Attached is a copy of the proposal, which can also be 
found in the case directory. A text version of the phppgadmin(1M) man 
page is located in the materials subdirectory.

It qualifies for micro/patch release binding (although the project team 
only intend to integrate into Nevada).
