Thank you, Joe.

I know the answer, and the rest of the ARC members probably have
some clue, but I guarantee that nobody outside of the ARC has much
clue as to what you mean when you say "FOSS Guidelines".  Especially
with all the tangential discussions going on in the background.

Instead of doing a "drive by ARC shooting", we all need to get
into the habit of explicitly tying our cryptic ARC comments back
to explicit instructions to the project teams.

The difference between your original email and this one is that,
with this one, the project team knows exactly what they need to do
to move the case forward.  Without this level of detail, all they
know is that they are stuck and have no idea what to do next to
satisfy the request.
