It's mentioned in smf_template(5), which is the current subsystem which 
utilizes the service.

It'll be a transient service.  No start method is necessary for now 
(it's defined as :true), but of course we would reserve the ability to 
change that in future ARC cases if necessary/appropriate.  There are no 
new Committed properties on the service itself.
