No, I don't think so.

That's what the fast-track review during ARC business was meant to
catch -- if there are any available experts in the area, and they
haven't read it yet, they're supposed to speak up.

The new feature is to deny the request if there's a lack of
experience.

I don't think that's necessarily wrong, but it's a bigger change than
just fixing the "silence implies consent" problem.
