20 questions proposal

On August 27th, PSARC held a business meeting to discuss a proposal
to make the 20 questions document more nearly 20 actual questions.
The simplification of this process is desirable as we embrace open
participation.

Attached is the current proposal (in PDF format).

Items remaining from the Aug meeting (and the owner).
1) Add a example of 20 answers (RAM)
2) Add a proper security question (GWW)
3) Review and comment (PSARC)

Question 8 was brought up as a "current hot button" question. Should
we:
    1) Have a modification scheme for changing, other than the
       Best Practices?
    2) Avoid Solaris specific references and concerns.
