Whose "job" should it be to do the spot checking?

The ARC?  The C-Team?  The Project Manager?  The PAC?  Someone's 
Management Chain?  You?  Me?  The Project Team?

Even harder, what should be done if/when such checking uncovers a 
lapse or disconnect?  The whole question of "who enforces it?" falls 
apart if/when project teams take themselves out of the loop of 
responsibility.  This whole tower of cards we are building (aka the 
distributed and collaborative development of the OpenSolaris operating 
system) is predicated on everyone in the development chain playing by 
the rules.

In my book, a project team that utters that sequence of phrases is 
really telling the world that they need help, that they are not yet 
able to do the job being asked of them - which is to develop software 
for a world class operating system.  We need to find better ways of 
working with them to help enable them to do better.
