Right, but we are fortunate that few complex applications with plugin
mechanisms and the like actually use libXaw.    Upstream doesn't even
recommend using it these days, but suggests use of a modern toolkit
like GTK+ or Qt instead, maintaining libXaw for existing legacy
applications written to it in the early-mid 90's when it was the only
open source X11 toolkit.
