There are 2 aspects to it: one is the user-interface thorugh dladm
itself, and the other is the library-kernel interface. I can see some
benefit in allowing the library-kernel interface to have the ability
to set single (speed-duplex) pairs. But whether each of those properties
needs to go through ARC is a different question (for which, I hope,
the answer is "no" because this is private to the library).
