Everthing there looks fine. Maybe the problem is just that Aarti
hasn't "run the LIST."
But surely email delivery can't be conditioned on Aarti running the
list, can it?
If it's the right thing to do, then I can at least append the
fast-tracks, but I'm not sure it's the right thing to do, and I don't
want to screw it up any more than it's screwed up now.

Nope; the permissions all look fine. project.db just isn't getting
updated at all.
% ls -ld . Projects.thisweek project.db projstatus.db
drwxrwsr-x 6 sac sac 16 Apr 15 11:41 .
-rw-rw-r-- 1 apai sac 1037 Apr 15 10:21 Projects.thisweek
-rw-rw-r-- 1 sac sac 962979 Apr 10 05:02 project.db
-rw-rw-r-- 1 sac sac 8540905 Apr 15 11:45 projstatus.db
The interesting part is that projstatus.db *is* getting updated. But
I have no idea what that really means.

Yep, they do. I just have no clue what those messages are trying to
tell me, so I'm a little worse than useless here.

Ah ok.
One bit of oddity is that it always thinks that 2007/466 is a new
case. Dunno why. Every log message from it happily says something
like this:
./sactrack_files2db.pl
LSARC/2009/238 (20090413_vivek.titarmare)
Case materials modified (2009-04-14 09:54:42->2009-04-15 09:02:32)
New Project: 20070820_farrell.woods 2007/466 sun4v platform independence
Processed 10915 projects in 36 sec
... but I have no clue what it's trying to tell me (if it's trying to
tell me anything at all!).
