As far as I know, it still is.  I have no idea who Sun has (or
will) appoint to be the Sun representative to The Open Group's
Base Working Group.

Anyone who wants to can present a proposal to the Austin Group.
New material would need sponsorship from one of the three member
organizations (IEEE, ISO/IEC JTC1 SC22, or The Open Group) to be
included in the next revision of the standards (presumably
~2013).  I am the organizational representative for IEEE; Nick
Stoughton is the OR for ISO; and Mark Brown is the OR for TOG, so
the submitter would need to convince one of us three to get their
member body to sponsor any such proposal.
