Move Libusb from /usr/sfw to /usr [PSARC/2009/097 Self Review]

This case is now pending for the issue Mike brought up in this mail. So
I will mark it as 'waiting need spec' temporarily. Later when the
project team has a solution for this issue, I will reopen this case as a
fast track and set the timer.
