I'm guessing the (unchanged) logic is something like:
dirperms = fileperms;
if (fileperms & 0600)
dirperms |= 0100;
if (fileperms & 0060)
dirperms |= 0010;
if (fileperms & 0006)
dirperms |= 0001;
