please prune duplicate email addresses

Procedural Note.

Before you press send button please remember to prune addresses
that are already on the arc email alias.

If you are sending case related email and you have more
addresses than 1) the arc alias, 2) project team address and
3) the person you are responding to, you probably should do more
pruning (ie. if you know someone is on the alias take them
off, if you don't, leave the explicit address).

We need to avoid bombarding each other with extra emails.
