Using "waiting need spec" is traditional, assuming no other
information. The project team should be notified that the way forward
is to send mail to psarc-agenda at sac.sfbay to request a specific date
for review. At that point it becomes either "inception scheduled" or
"commitment scheduled", depending on the materials and your level of
optimism.
It should not be left as "waiting fast-track", as that implies that
the timer is still running, and the case could be approved.
