This is something that John Plocher changed some time ago.

His assertion was that (in the new world) each consolidation gets to
set and manage a release binding, and so the ARC needs to specify
which consolidation and type of release.  What he was trying to enable
was a series of consecutive Major releases for some more fluid
consolidations with a series of Minor or lower releases for more
stable ones.

I still don't quite agree with the logic (I think it's ultimately the
distributors who must set release bindings), but I think that either
the traditional language or the new text works in most practical
cases.
