[osol-discuss] Bounce messages from mailman

Apologies to list owners/admins, it looks like we're having some mailman
problems where the bounce-processing daemon wasn't being run, and
a lot of bounce messages are being sent out now (since we restarted
mailman).

I've taken mailman offline temporarily to try and manually clean out
these old bounces before bringing mailman back online.
