Many of those third-party developers make their livings selling
repackaged OpenOffice.org (both as products and as services). They are
mainly interested, as much as I have sensed, in doing a minimum job of
fulfilling their obligations under the GPL/LGPL by posting their patches
on their web sites (& may or may not always send all the patches to OOo). (In other words, some due diligence may be required in finding what they are doing.)
Also, I don't think they have the resources (as I understand it, the bug
reports must be submitted in English), & they might have been
discouraged, at least initially, by their failure to follow the proper
official protocol, as far as submitting bug reports is concerned.
Dr. Hong mentioned that he has conveyed many of the Chinese localization
problems in OOo to Mr. Wang Sin-Yaw of Sun in Beijing (when the latter
was giving a talk in Taipei), but apparently Mr. Wang was not the right
person to talk to.
I will try to get more info from Dr. Hong. I am even willing to pay
them to help solving these problems. However, we are a not-for-profit
entity, and our funds are very limited.
Some of Sun's Chinese-speaking developers are aware of the work of Dr.
Hong (& one of his associates, Mr. "Firefly"). I believe they are more
competent than I in helping sorting out some of those irritating issues.
