You can take that on off the list, it is closed because of US export law 
and we can't give you sufficient specification to write a compatible clone.

Sorry but that is just they way it is just now for this command and its 
partner library.

We might be able to release it eventually but it requires Sun to pay to 
do some changes to how Solaris (NOT OpenSolaris) the binary product gets 
its export approval.  That also requires a non trivial amount of my time 
which isn't available at the moment.
