Just realized that the launcher was created in a non-unicode locale (GB18030), where font page switching is not supposed to work.

When I re-did the exercise in zh_CN.UTF-8, everything now seems to be working in proper order.  Me bad.

Most Linux distros have switched to providing unicode-only locales.  In a sense, Solaris has more options.
