It would probably be a good idea for someone at Sun to be a point of contact for Solaris 10 licensing to people wishing to offer it OEM, maybe just contacting the Solaris product manager in your country could be a little help?. If you see this blog by tpenta:

you will see that a local magazine here in Australia called APC somehow managed to negotiate the right to distribute Solaris 10 with their magazine in their July issue this year. They even gave a free month of support with it...not bad for the cost of the magazine, I think it costs like AU$15.00
