There is no right answer, it's just a matter of what ruffles the least
feathers ;)
Most people consider all attachments bad, at least on mailing lists. The
issue is that it takes up system resources and usually causes a flurry
of "I can't open this" emails, due to how different mail readers handle
the mime-types. The proper way to handle attachments on a list is to
post the file somewhere and just email the URL. This is especially true
of HTML, since it's web-ready and easily changeable, so you might was
well link to it. As an example, if I found a typo on the metrics
document, it would be easier to update the HTML page and send out a new
link than to email a new page with one minor change to 100+ people. It
also has an advantage b/c the archived mail points to the corrected
version, but with attachments you'd have an incorrect version and a
correct version available.
