  The specific content of the announcements (and absence or presence of
  certain items in the announcements) has been a topic of discussion
  already.  

  The rest of these points are fine for non-controversial change; the
  proposal you are making does not fit into that category.

  No (and decisions are based on reasoning around here).  You *must*
  discuss a change of this kind in public first, for the following
  reasons. 
  
  0.  The module as proposed distinguishes Sun and non-Sun community
      participation, which is boundary emphasizing.  The top N
      contributors all presently work for Sun, for any reasonable number
      of N.  

  1.  The proposal emphasizes a kind of contribution that not every
      contributing member of the community can make.  For instance, Ben
      Rockwood has not made a direct code contribution to Open yet.  But
      both he and, as another example, Brendan Gregg (no contributions)
      rank among our most substantial general contributors.

  2.  The proposal emphasizes ON contributions over other
      consolidations.

  (The java.net reference is insufficient; certainly, there is no
  individual list of contributors on the top page.  The "Top Projects"
  module I do like, but we don't have statistics support for that.  Do
  you have a full URL to the page you mean?)

  These are known issues with the current bugs-by-mail implementation.
