You'd be surprised how easy it is. You could just get the community to 
vote, much like the current OPG People's Awards.

We've got one award in GNOME, 'The Thank You Pants' [1] which get passed 
on each year to someone who has excelled within the community - whether 
technical, or social. That person is picked by the previous winner of 
the pants. It probably costs more money to put them in a suitcase each 
year and bring them to GUADEC our yearly conference. It's a nice way of 
keeping it fun, and thanking people who do great things, without any 
financial overhead.

Similarly for the 'Rusty Wrench' that gets passed each Linux.conf.au for 
community building.
